The Human Capital category looks at factors including talent, skills and labour-force strength.
For me, this is an important point when looking at Dubai’s long-term growth story.

And when a city continues to attract people and companies, it creates a broader ecosystem of housing demand, business activity, consumption and infrastructure development.
Oxford Economics also identifies Dubai as a “City to Watch” and notes its growing role in the global economy, with Dubai ranked 42nd overall in the 2026 index.
The bigger question for investors isn’t simply “Where are property prices today?”
It is:
“Where are people, businesses and capital choosing to be for the next decade?”
Dubai’s position in the latest global city data is certainly worth watching.
